MEET YOUR CITY COUNCIL
Lake Havasu City operates under the council-manager form of government. The Mayor and six members of the City Council are elected at large to overlapping terms of four years. The City Council is the legislative body responsible for the overall policies and direction of the City. The City operates under general law and the constitution and laws of the State of Arizona.
The Mayor shall preside at all meetings of the Council and shall be recognized as head of the City government for service of process, ceremonial matters, and the signature or execution of ordinances, contracts, deeds, bonds, and other instruments and documents. The Mayor shall have no administrative duties other than those necessary to accomplish these actions, or such other actions as may be authorized by the City Council, consistent with general or special law.
All the powers of the City and the determination of all matters of policy shall be invested in Council. The City Council may, by ordinance or resolution, prescribe the manner in which any power of said City shall be exercised.

Cal Sheehy is a longtime Lake Havasu City resident. Cal is originally from Michigan and moved to Lake Havasu City his sophomore year of high school with his family. Cal enjoys all the outdoor recreation Lake Havasu City has to offer and can be seen hiking, boating, and off-roading. Cal also enjoys traveling and spending time with family and friends.

Michele has lived in Lake Havasu for 22 years. She has been married to her husband, Wei Lin, since

She has been the owner and operator of Lin’s Little China for 22 years. Michele enjoys vacationing and volunteering within
the community with her family.

Nancy is a graduate from Lake Havasu High School, shortly after high school she married Lake Havasu City Pioneer Chip Campbell; together they have celebrated over 38 years of marriage. Chip and Nancy raised three children who were all born in Lake Havasu City and are blessed to have seven grandchildren living in their hometown. Nancy believes Lake Havasu City’s biggest asset is the people, and she will strive to keep them safe and healthy with an emphasis on financial stewardship. David has 40 plus years’ experience in the corporate arena that have given him the tools it takes to effectively represent the citizens of Lake Havasu city. While managing a corporate book of business worth over $60 million dollars, David has effectively implemented and negotiated contracts, developed concise achievable budgets and managed a wide variety of associates throughout various departments. David believes that in order to be an effective leader you need to be held accountable for your decisions and the outcomes they have on constituents lives. David was born and raised in Southern California where he met his partner Trudy 23 years ago. David and his family have been visiting and enjoying Lake Havasu since 1979. His parents built a home in Lake Havasu City in 1991. David and Trudy purchased a home in Lake Havasu City 12 years ago and have been full time residents the last 8 years. David and Trudy have 5 children and 3 grandchildren.

PROCLAMATION REQUEST
Lake Havasu City welcomes the opportunity to recognize exceptional individuals, groups, events, and programs within the city.
Guidelines and Conditions:
- Proclamations from the city are issued by the Mayor to honor, celebrate, or create awareness of an event, milestone, or achievement and, in rare cases, individuals of interest to the broader community.
- National acknowledgements, events, or occasions are observed if there is a local organization or governmental entity that is a serving partner.
- Proclamations are issued for one day, week, or month.
- Proclamations are not legally binding, nor do they constitute an endorsement by the Mayor.
- Reading or presentation of a proclamation will be based on the availability of the Mayor and City Council.
- All requests for proclamations must be submitted in writing at least three weeks prior to the date needed. The Mayor’s Office reserves the right to modify or deny any proclamation request.
- An organization does not have exclusive rights to the day, week or month of their proclamation and proclamations issued in previous years will not be automatically re-issued. A new request must be submitted and approved.
- Final approval of all proclamation requests are given by the Mayor’s office and language may be subject to amendment.

Suggested language-background information and history of the person, event, or program is supplied by the requestor as the “first draft” of the Proclamation. The following are examples needed for each type of proclamation. View proclamation template here.
Recognition of individual: Provide information about their life history to include their date of birth, birthplace, parents, siblings, spouse, children and the names of each; school and educational background, career path, awards and achievements, how long they have been a resident in Lake Havasu City; and special interests, volunteer service, military service, and anything else we should know pertaining to the kind of person they are.
Special event, occasion, organization or significant cause: Tell the story of the who, what, when, where, and how. Include history of the organization(s), incorporation, membership, about the event and how it came to be; how the event or organization benefits the community and who it benefits, programs offered, who they help, statistics, awareness, and fundraising efforts, etc.
Once submitted, the Mayor’s office will review the completed application, and if approved, will prepare the final proclamation for the Mayor’s signature and will coordinate receipt with the requestor.
